Justice-Involved Program
Program Summary
On July 2, 2024, Utah Medicaid received approval through a CMS 1115 demonstration waiver, to provide limited coverage for a targeted set of services to inmates in a state prison, county jail, or juvenile justice facility for up to 90 days prior to the individual’s release date.
This new program is designed to help inmates successfully re-enter into their community by providing pre-release Medicaid coverage, service receipt, and quality care, as well as the proactive identification and treatment of both physical and behavioral healthcare needs.
Key services that will be covered include, but are not limited to, intensive case management, Medication-Assisted Treatment (MAT) services for all types of Substance Use Disorders (SUD), a 30-day supply of prescription medication upon release, lab and radiology services, targeted outpatient services, diagnosis and treatment of physical and behavioral health conditions, and screening for housing related services.
With this program, Utah Medicaid intends to build a bridge to community based care for incarcerated individuals, offering them services to stabilize their condition(s) and establish a re-entry plan prior to release.

Stakeholder Workgroup Announcement
The Department of Health and Human Services will hold a monthly community stakeholder meeting in order to gather feedback and provide updates on Medicaid’s justice-involved program.
The next meeting will be on December 4th, 2024 in the Seagull Room at the Utah State Capitol at 3 p.m.
